In nearly all cases when behaviour differs from root to regular user,
the problem has to be an authorization problem. The trick is to find
_where_ ...
Have a look at the permissions for /var/lock, its possible that kppp
tries unsuccessfully to take a lock there (and continues without a
lock
if you click OK) ...
Also check permissions in /tmp, just in case ...
