Most of these DOS setup programs absolutely require _stand-alone_ DOS
and will _not_ detect hardware in a DOS box. Did you "restart in
MS-DOS mode"
from the shutdown dialog box, prior to executing your DOS program ?

Probably _another_ module that eepro100.o needs for initialization.
Did you try:
    # modprobe -a        (this should rebuild the dependency list
IIRC)
    # modprobe eepro100
