Most likely, the telnet-server package was not installed
rpm -q telnet-server*
should tell you if it is there
If not, then install telnet-server and try again.
If it is there, then
from the desktop, click
DrakConf->Linuxconf->Server Tasks->wu-ftp server
and check the appropriate boxes for what you want.
