I assume you have a ATX case.  Have you looked in the BIOS setup for a
power-on option?

neat, but wouldn't that be dependant on the case you have?  macs and
some atx cases don't have `manual' on/off switches.  they're more
like a toggle.  with that, though, i can't help.
