The policy of the "Creator" of qmail is to not distribute qmail in binary
mode, although at least the policy has changed, BUT, some of addons qmail
like Ucspi-tcp, daemontools, is still in policy to NOT distribute in binary
mode.
And qmail without that addons will be useless.
For example, you run qmail under inetd and not from tcpserver (from
ucspi-tcp), then you can't send email using that mailserver.
