[expert] DNS Server & etc - Help w/ Setup

I'm trying to setup and better understand DNS Servers.  This way I can get my IP to 
point to my Domain name.  What's involved here?
Would I have to register my DNS Server with Internic?  Can the primary and secondary 
DNS Servers run from one PC?
