I believe you mean an X server, no?  The clients would be xterm, any
of the k or gnome programs, the tk programs, etc.  

If you have an X server running on MSWindows, then telnetting to your
Linux box, setting the DISPLAY variable to point to the MSWindows box,
and launching xterm, etc., will show an xterm (or gnomecal or kmail or
whatever) on your MSWindows desktop.

There are MSWindows X servers.  The cheapest one is $25, I believe.
Look on tucows.com, where there is a category for X servers for 95/98.
I use one at work, and 4 out of 5 days a week, it is stable.
