That link shows you the rest of the article and at the tail of the article is a
multiple link which includes "reply".

It is not like a mailing list, but rather more like talkback to a news story or
like the famous flaming site Slashdot :-}

Anyway, comments are posted right away.  Stories submitted are reviewed and
formatted before being posted.
