Actually one did, he simply didn't mention that particular feature:
Dowloader for X.  An excerpt from the site's features list (found at
http://www.krasu.ru/soft/chuchelo/features.php3):

Ability to run without X interface
Ability to split file to separate parts (up to 10) and download all
parts at the same time!
