It does, and always has. You must:
1. Have an append="hdb=ide-scsi" in your /etc/lilo.conf stanza
(assuming the ATAPI CDR or CD-RW is on the primary IDE slave).
2. Then as root run lilo.
3. Then as root at the end of /etc/rc.d/rc.local place:
modprobe sg
modprobe ide-scsi
and reboot.
4. cdrecord -scanbus should now show the CD burner
5. The reader part of the burner will now be accessible as /dev/sr0
