1. Is there any overwhelming reason to take a reasonably-well-working 
Mandrake 7.0 and upgrade it to 7.1?

2. Would I be taking my life into my hands to do so? (In other words, is it 
something I can reasonably do in a half an hour with a high expectation 
that it's going to work, or is there a substantial chance that I would 
regret ever trying to do it?)

I have never tried to upgrade a working Linux system before, although many 
years ago I used to upgrade Unices occaisionally -- but I've forgotten 
almost everything about it now.

4. Is there a very simple step by step explanation as to how to do such an 
upgrade?

Enough questions for now....

(BTW, I have the ALSA stuff almost all working now. The one thing I can't 
do is record CDs. But recording PCM works, and that's what I really wanted 
to get working.)
