A better source for ntp servers in the Public hierarchy would be somewhere 
like http://www.eeics.udel.edu/~mills/ntp/ which lists all sorts of 
stratum 2 timeservers.  And yes, these servers are up 24-7-365.  Most of 
these allow access by just about anyone, make sure you pick one in your 
area and check to see if there is an access policy first.
