I had already poked around LookNFeel but didn't seem to find a way to re-arrange the icons relating to window operations but maybe I missed it somewhere. I know for sure I couldn't find a way to draw a square around the panel icons although I found you could do things like change their colour or make them transparent - none of which looked particuarly pleasing to my eyes.
