Unless you told it to uninstall lilo why wouldn't it be installed? Linux is usually better about actually waiting for you to tell it what you want before it does it. Also a lot of times programs leave modified config files when uninstalled so if you need them later you have them. I still run LILO at home just because it's been functioning fine on this machine for several years and I see no reason to play with it but I use Grub on my new servers.
