[expert] Getting PCI modem to work

Does anyone know how to get a PCI modem to work with Mandrake?  I have a
USR PCI modem, but I can't seem to get it to work correctly.  Whenever I
try to use the /dev/ttyS3 (the device that it should be) I get a "Modem
is busy" error message.  Any hints?
