You are referring to the aliases such as 
alias rm='rm -i'
and so on. Per user, they're located in /home/username/.bashrc
They're put there because of the template in /etc/skel/.bashrc (the directory 
/etc/skel/ contains
all of the standard files that are put in each user's home directory when it is 
created).

So you can edit those files. If you just want to do it for one user then edit the file 
in the home
directory. If you want to do it for all of the users on your system (and you have the 
permissions)
then edit the file in /etc/skel.
