[expert] xdm/kdm background stays blue

I am trying to have a background image for my level 5 login screen.
As root; I set the image and it shows up in the login manager correctly.
But; the root still remains blue.

I did notice that my changes to the login area e.g. icons and allowed
users
did take hold.

I am running KDE 2.1 and I boot with aurora
