Have you supermount enabled?  Is the floppy disk icon a link to /mnt/floppy 
or have you added it to desktop with "add new... -> floppy disk?"
With supermount enabled, the second does not work, since it tries to mount 
/dev/fd0 in /mnt/floppy, and /mnt/floppy is already mounted by supermount at 
boot time.
If supermount is not enabled and the floppy disk icon is only a link to 
/mnt/floppy, then the floppy will not be automounted.
Which  are the permissions of /mnt/floppy?
