Isnt ntpdate just a client like rdate?  You need ntpd runnung.  try
"service ntpd start" and see what happens.

# rpm -qa|grep ntp
ntp-4.1.0-1mdk
#

ntpd (and ntpdate) are part of the above package.  Usage is the same as
xntpd (and seem so similar it may just be a rename?)
