Interesting. I don't know what it is then, but xntp3 works and ntp doesn't. So running ntp will keep running ntpdate every so often to keep synced with the server listed in /etc/ntp.conf? From what I've read, with ntp, you have to now have to have ntpdate in a cronjob. IMHO, that should be the default behaviour.
