The best way I can think of, if it is compatible, is the Dazzle Firewire Bridge and a Firewire card. The Firewire bridge lets you convert composite to firewire, and _back_.
I don't know if you can burn a DVD in Linux... While making MPEG2 movies is not difficult, I don't believe there is an open source program that can generate the necessary menu information yet... You might have to resort to using a Windows PC, or better yet a Mac and iDVD... Or if you are a good coder... have fun. I think there is a lot in common with the menuing information for VideoCDs, so that would be a good place to start.
