I'm no filesystem guru, but I strongly suspect that the following is
true:

1. fips won't do it
2. Partition Star probably will if it says it will

I believe that Partition Star is available in trial mode and if I
remember correctly from a previous post, you could use its full
capabilities for 30 days free.  So this may be a truly free way to do
the job - once is enough right?

Lastly, NTFS in 2000 and NTFS in XP are the same beast.  NTFS in NT? 
Probably depends on which service pack you were running at the time the
partition was formatted.

Again - backup first!
