It's because you have a newer version of bzip2 than what is with 7.1
(ie. you upgraded it yourself for some reason).

Because of this, you will need to grab the ucd-snmp srpms and rebuild
them so they build against your installed bzip2 rather than the
"official release version" of bzip2 which is bzip2-0.9.5d-9mdk.
