NTFS is M$ proprietary, so support for it in linux is based on reverse
engineering.  Also there are various flavors of it depending on whether
you are using XP, 2K, or NT.

The user part goes in /etc/fstab

My entry for NTFS looks like this:

/dev/hda5 /mnt/winxp ntfs defaults 0 0

I don't really use it, but if I need access to something on it I can do
it as root.  You could try:

/dev/hda5 /mnt/winxp ntfs user,rw 0 0

in fstab.  I'll do some experimenting too and let you know if I get
somewhere, but that will be later in the day.
