Yes, that's right and thanks for your hint - I was looking for this too
;)

However, in KDE 3, there's this lock screen button.  When I push this
button, the ugly KDE screensaver pops up.  Any idea about how to set
this button to execute any arbitrary command, like "xscreensaver-command
-lock"?

Well... No, not right off hand. I'm not running KDE 3.0, so I don't know
what changes have been made. 
However, It shouldn't be any tougher than digging into the KDE menus, and
changing the properties of that particular button.
It should be very close to the same as doing it in KDE 2.x
