Actually you can be much simpler on linux...
1. install apache
2. put the stuff you want to offer in /var/www/html
3. move the index index.shtml to index.shtml~

4. Give out the IP

Or if you want to be devious try getting the source at www.civileme.com
and modifying it for your own use. That was a 20 minute setup instead
of a 5-minute job. The file is index.html and the directory is /Software.

Now if you want to be REALLY tricky, buy yourself a domain
(www.joker.com has them inexpensively) and then find Tyler at
www.whyI.org and spend $4/yr to do a dynamic DNS on your own site name
(he supplies a nice perl script for updating your IP at intervals, all
full auto).

Of course if you want to be a sysadmin someday, open up webmin and
configure the FTP server through it.
