I can definitely see the advantage to what you're looking for. You're trying to build an application layer into the fs (and assume that you would then remove the raw filesystem access). Nobody to my knowledge has done this, but it doesn't mean it's a bad idea. It's just an idea that nobody has found a motivating enough reason to code it for Linux. It seems to me that I've heard of this somewhere. I'm just trying to put my finger on where. I'll ask in the reiser list I suppose and see what others' gut responses are. Blue skies...
