Also, he should use rsync to download on top of his existing download. 
This way rsync only downloads the necessary changes.

But the original download must be recognisable to rsync, which is fussy 
<g>.    This can be achieved by running fmirror -R on it to change the 
timestamp, provided the file lengths on server and local are exactly 
identical.  He may also need '-t timefuzz' depending on his timezone.

If the lengths are not identical try --partial with rsync to still get 
an update download.
