huh? are you trying to boot and run a Linux partition in a partition 
other than what it was installed on?

If so, you must edit the /etc/fstab to show the new partition as root /.
Sounds simple, but you'll need to mount it from another Linux partition 
or a floppy Linux like tomsbtrt (which does not support IDE2 and IDE3) 
to do that.

No, but you can make a new boot disk:
uname -r
will give you the current kernel name, then:
mkbootdisk <kernel name>

Installing a kernel by following the instructions should give you a new 
/etc/lilo.conf stanza for that kernel which must be made default.
