KHelpCenter is now a part of kdebase.  If you click on help in any KDE
app it will open the KHelpCenter.  Or if you enter khelpcenter at the
command line.

On the menu if you go to "what to do" then " "Read Documentation" then
"Read KDE Documentation you'll open it up that way.
