You should have hdc=ide-scsi in your grub menu.lst entries or in the append="" statements in lilo.conf (then run lilo) for scsi emulation to work at boot. Then, as root, you can run cdrecord --scanbus to detect the drive's connection. GCombust has detection buttons and K3b seems to do this automatically, to be sure the drive is detected and ready to use. I use GCombust.
Should the append line in lilo.conf be before or after the append="devfs=mount quiet"?
When I load ide-scsi, and run cdrecord --scanbus, I get:

cdrecord: Read-only file system. Cannot open '/dev/sg0'. Cannot open SCSI driver.
cdrecord: For possible targets try 'cdrecord -scanbus'. Make sure you are root.
[root@fatman etc]#

I tried MAKEDEV -v sg in /dev/, and got:

create sg0 c 21 0 root:cdwriter 660
MAKEDEV: error making /dev/sg0: Operation not permitted

So I'm pretty much stuck with hardware that works in Windows but not in LM 9.0 :(
