Have you taken a look at the Eric Raymond's implementation of a Bayesian statsistics spam filter (based on an idea by Paul Graham)? This way you don't have to build up the rules, instead they get built on the characteristics of good mail versus spam mail. I have heard good reports about it, but have not (yet) installed it myself.
