I've had this problem, or a similar one, with Mozilla before. If I was running 
Windows I'd have had to either;
a.) reboot, or
b.) use the three finger salute to open the program manager and end task on 
the offending app.

Mozilla sometimes doesn't die, especially when you just X out of a website. If 
you use ctrl-Q you kill it, but all Netscape browsers used to have a tendency 
to stay alive. 

Were you using Mozilla as root before this happened? In a terminal (su) run 
"top" to see if Mozilla is already running. If it is you can use the K key 
while top is running, then at the prompt type the PID of Mozilla from the 
display and hit enter, then enter again to kill the process. Mozilla should 
be able to run as a user again then.

I don't know if it's the same problem but that's what happened last time 
Mozilla wouldn't run as a user for me.
