Their release philosophy has always been to keep packages binary compatible accross major versions (ie. as it relates to glibc & gcc). Otherwise the newest, greatest software has always been included, and from a power-users point of view this is a good thing, and it is why I believe that Mandrake is so big with technically inclined non-guru users.
