   It most definitly is libqt3 and or libqt3-common ..... I did the
urpmi --update --auto --auto-select  it upgraded all of my kde apps
above.  I then tried to run kcontrol.... it crashed immediately  Same
error as before that it could not communicate with the DCOPserver....
then I did 

rpm -e qt3 qt3-common

and then I did

rpm -Uvh  libqt3-3.1.1-8mdk.i586.rpm Libqt3-common-3.1.1-8mdk.i586.rpm 

the I ran kcontrol again from the command line and it worked.  Don't
know but near as I can tell for my hardware etc.  qt3 is hosed.
