Alan,

  when you boot does your lilo (or the grub equiv) have acpi=off in the
appends line?  If not then it is defaulting to acpi and the apm commands
won't work.  Insert this onto the append line.  run lilo and reboot and
it should now do apm.  This is true btw for the stock MDK kernels.  ACPI
overrides apm (by design from the kernel folks.) So without the
switch... no apm.
