I have done it with no problem.

dd is filesystem independent, so quite secure. I did it compressing and
splitting (to fit on CD's):
dd if=/dev/hda1 of=windows_c.raw  (no compression)
dd if=/dev/hda1 | bzip2 -k > windows_c.raw.bz2  (compressed)


I have not done it with tar, but I do have with cpio:
find <directory> -xdev | cpio -o -H crc | bzip2 -9 -k >
windows_c.cpio.bz2   (backing up)

bunzip2 -kc windows_c.cpio.bz2 | cpio -itv   (to list and check files
backed up)

bunzip2 -kc windows_c.cpio.bz2 | cpio -idmu   (to restore to original
disk)

bunzip2 -kc windows_c.cpio.bz2 | cpio -idmu --no-absolute-filenames  
(to restore to current directory)
