Within KDE try:
Kstart -> Configuration -> Other -> LocaleDrake and select the language you wish to use.

Now I'm fighting with the modem, it connects to the internet and it's able to ping an address (I had only my public IP and the PPP server IP, I tried both of them) but it's impossible to reach any site, so it must be a DNS problem.
