This is supposed generate a lockfile for the serial port the ups
is connected to.

Except for the networking portion Your conf appears to be the same as
mine I'm using version 3.8.5 which I built from source on 2 boxes. 
On my system I have some helper scripts in /etc/apcupsd/ ,owned by root, that do the
actual work.You might check to see if these scripts are there.
