I usually space the secondary so the backside of the belt will ride
about a 1/16th---1/8in out of the secondary.
The preload won't ( shouldn't) change this .
The shim washers in the clutch adjust this.
If the belt is to tight it could prevent the
secondary from coming all the way shut,
or if you messed up the preload??
