The only way to get an SCCA legal Fuel Cell for a less than painless
price is to see if you can get someone's used cell that is still
serviceable.

New cells, for either ATL or Fuel Safe, who have manufacture red most of
the legal cells we use, have become very painful to the checkbook within
the past 5 years.

If you will be using the car in Auto-X competitions, you don't need a
fuel cell....just a fuel tank.  For racing it must be and SCCA approved
fuel cell.
