Mike,
It was probably written like that because not only is choice of starter
optional ("or"), but one can also have both ("and").

Not to be a pest but the way the wording in fast track appears "electric
and
/ or pull start'' leaves some room to argue the pull start must still
remain
on the car, whatever the intention was / is, why not say choice of starter
