We have that risk to a cetain extent with our spec motors.
One can buy 50 rotax 494 barrels and cherry pick them and sell the rest to
the rest of the customers.
Keeping this within bounds is the trick. I don't think that shocks are as
big a challenge as other parts on the car.
If the shock is a basically inexpensive design as determined by the external
looks, thats about as good as one can do.
The blubber cannisters are no better in that one can do some pretty
extensive stuff inside and not have it exposed to view.

You could say the class has to use ABC shock from ACME shock company
that costs $25 each. OK I bought 100 of them, dyno'd them all and came up
with the best 4. I bought $2500 worth of shocks and spent how much on dyno
time? At that point Penske's sound cheaper!!!
I think it would take a bunch of homework to get the proper wording in
order to keep out expensive shocks.

As an aside:
There are some very specialized parts I was just starting to play around
with with the intention of building a killer 1" rubber puck system.
That would be rather expensive to develop and reproduce but still within
the
letter and intent of the present rules.
Sometimes overly restictive rules don't reduce costs.
