Bill is close, but B and N actually refer to Bell (or Brake Clearance if it
is easier to remember) and Nose.  B is the inner half, N is the outer half.
Therefore 2B/4N would be a 6" wheel with a 2" outer half, 4" inner (brake
clearance) half.  The Douglas Wheel website has a good explaination (maybe
even some  pictures).
