It's 76dB. I've raced at Waterford for the last 8 years. 95 or so is the usual SCCA spec. It all has to do with the people who bought houses next to the track and then complained about the noise.
We usually run a stinger style muffler with a deflector pointing 45 degrees to the ground on the passenger side. The noise readings are taken halfway down the back straight so you can also lift a little if you get poked and don't have anything else. We used to get away without the muffler with the Aenn pipe but the Heulings one makes the car a little louder.
