The reason for steel axles is cost.  However the new aluminum axle hace come
way down in price but are still 2 to 3 times the cost of steel axles.

I know that the GCR specifies steel axles for F500. But why? I can see
for road racing the possibility of bending an axle from getting bumped.

But for Solo I can't see a viable reason other than weight, and I would
think the Rotax cars would welcome the reduction.

Is it worth petitioning the CRB to get a waiver for Solo only?

Ooops, I guess my shut-up pill wore off. :)
