  There are two reasons it won't run on Windows 9x:

- Windows 9x does not implement the wide character versions of Win32  
API calls; Factor is built to only use the *W functions and changing  
this would be hard

- Factor uses overlapping I/O APIs which is not supported on Windows 9x
