Sorry if my answer was obscure, let me try again. The version that is at the download section of www.factorcode.org is 0.91, also, the site itself is running 0.91 (please someone correct me if I'm wrong), and if you search at the online docs, you are searching at the docs for 0.91.
If you pull from the git repository you are going to get some things that aren't in 0.91, the 'fry' vocab for example. I don't know how is the process for building factor on windows, but if you get it running, in the factor guy press Ctrl+h and type "fried quotations", there is some short documentation and a list of examples.
