Not in jail.*:

# find /etc/fail2ban/ -type f | xargs grep -F logtarget
/etc/fail2ban/fail2ban.conf:# Option: logtarget
/etc/fail2ban/fail2ban.conf:# If you change logtarget from the default value
and you are
/etc/fail2ban/fail2ban.conf:logtarget = SYSLOG
/etc/fail2ban/fail2ban.conf:# Notes: Set the syslog socket file. Only used
when logtarget is SYSLOG

EPEL6 fail2ban package defaults to logging to SYSYLOG, so messages will be in
/var/log/messages.

Set logtarget in /etc/fail2ban/fail2ban.conf or in a newly created
/etc/fail2ban.d/logtarget.conf to keep the original pristine.
