My logs since fixing robots.txt and installing this later version look much different now.
From my limited reading so far, I see that any deaths and diversions as my friend JoAnne Dow would call them, have a lifetime of 600 minutes, or 10 hours, making the iptables rules added somewhat self limiting. But apache2 must not be properly configured, the access log remains empty. And I see no activity of fail2ban after the restart in its log, so conclude the difference is all the typo's fixed in robots.txt.
